These circumstances will all be duly enquired into by the Military Court of Enquiry as far as practicable - and I could request the assistance of Your Excellency by directions being given to the Civil Authorities to render such evidence before the Military Court as may enable them to consider the full extent and nature of the late riots and the share taken in them by the Military. On the completion of this enquiry the proceedings of the same will be duly submitted for the consideration of the Major General Commanding, shortly expected from Shanghai.
